The monthly salary in 2026
In 2026, Salary Grade 11 pays a monthly basic salary of ₱31,705 at Step 1, rising to ₱33,611 at Step 8. New hires start at Step 1.
| Step | 1 | 2 | 3 | 4 | 5 | 6 | 7 | 8 |
|---|---|---|---|---|---|---|---|---|
| 2026 | 31,705 | 31,820 | 32,109 | 32,401 | 32,697 | 32,998 | 33,302 | 33,611 |

One position at this grade is Administrative Officer II. DBM’s own worked example uses it: an Administrative Officer II appointed in March 2025 at ₱30,024 a month moved to ₱31,705 on 1 January 2026.
From SG 10 to SG 11, Step 1 pay jumps by ₱4,788 a month in 2026, the largest gap between any two consecutive grades from SG 1 to SG 11. If you are choosing between postings at SG 10 and SG 11 and qualify for both, that difference is worth knowing.
What changes in 2027
On 1 January 2027, the fourth and final tranche of Executive Order No. 64 takes effect. SG 11 Step 1 rises to ₱33,387, an increase of ₱1,682 a month (5.3%).
EO 64 sets no further tranche after 2027. Any later increase would need a new law or executive order.
A full year of pay
Basic salary is only part of the picture. Government employees also receive standard allowances and bonuses. For a full year at SG 11 Step 1 in a national agency:
| Item | 2026 | 2027 |
|---|---|---|
| Basic salary (12 months) | ₱380,460 | ₱400,644 |
| PERA (₱2,000 a month) | ₱24,000 | ₱24,000 |
| Mid-year bonus (one month’s basic pay) | ₱31,705 | ₱33,387 |
| Year-end bonus (one month’s basic pay) | ₱31,705 | ₱33,387 |
| Cash gift | ₱5,000 | ₱5,000 |
| Medical allowance (up to) | ₱7,000 | ₱7,000 |
| Total, before deductions | ₱479,870 | ₱503,418 |
These figures assume a full year of service and at least a Satisfactory rating, which the mid-year bonus requires. The mid-year bonus is paid from 15 May and the year-end bonus and cash gift from 15 November.
In local governments
Provinces, cities and municipalities pay a percentage of the national rate based on their income class, and only after their sanggunian adopts the schedule. For SG 11 Step 1 in 2026:
| Local government | Rate | SG 11, Step 1 |
|---|---|---|
| Special city; 1st class province or city | 100% | ₱31,705 |
| 2nd class province or city | 95% | ₱30,120 |
| 3rd class province or city; 1st class municipality | 90% | ₱28,535 |
| 4th class province or city; 2nd class municipality | 85% | ₱26,949 |
| 5th class province or city; 3rd class municipality | 80% | ₱25,364 |
| 4th class municipality | 75% | ₱23,779 |
| 5th class municipality | 70% | ₱22,194 |
An LGU may also pay lower uniform rates if its funds are limited, so the salary stated in the vacancy posting always decides. PERA and the bonuses in LGUs are likewise decided by the sanggunian.
What comes out of your pay
Deductions are taken from the basic salary. Your GSIS personal share is 9% of your actual monthly salary: ₱2,853.45 a month at SG 11 Step 1 in 2026. PhilHealth, Pag-IBIG and withholding tax are also deducted.
